2020-21 Budget: Income Tax relife for middle class: encouragement to revive rural economy & PPP Mode

Union Budget for 2020-21 proposes a 16-point action plan to boost agriculture and reiterated government’s commitment to farmers’ welfare and doubling farmers’ income in next two years. Presenting her second Budget in The Lok Sabha on Saturday, February 01, after the NDA Government came back to power,  Finance Minister Nirmala Sitharaman made an effort to please all sections of the society within the financial constraints and improve the slow down amidst criticism by the opposition.The Union Budget budget is aimed at boosting the income of people and enhancing their purchasing power. Comprehensive measures for 100 water-stressed districts have also been proposed in the Budget. the agricultural credit target has been set at 15 lakh crore rupees. Twenty lakh farmers will be provided funds for setting up standalone solar pumps. NABARD will play a greater role in rural India. Farmers will also be allowed to set up solar units on barren and fallow lands and supply power to grids. Youth and fishery extension work will be enabled by rural youth as Sagar Mitras, forming 500 fish farmer producing organizations.Ms. Sitharaman said, Indian Railways will set up Kisan Rail through PPP arrangement for transportation of perishable goods. Selh- Help Groups  by women will be encouraged,she added.She added that Krishi UDAN will be launched by Civil Aviation Ministry on international and national routes. It will improve value realization in North East and tribal districts. The Finance Minister further said, financing on Negotiable Warehousing Receipts will be integrated with e- National Agricultural Market. NABARD Refinancing Scheme will be further expanded, and agri credit target for the year 2020-21 has been set at 15 lakh crore rupees. Budget 2020 provides an additional 69,000 crore rupees for the health sector. The Finance Minister proposed to expand Jan Aushadhi Kendras in all districts of the country to provide medicines at affordable rates. She announced a 99,300 crore rupee outlay for education sector in 2020-21 and 3,000 crore rupees for skill development. She announced that degree-level full-fledged online education programme will be offered by the top 100 institutions in the country.sFurther, she said, Urban local bodies across the country will provide internships for young engineers for a period of up to one year. External commercial borrowings and FDI will be leveraged to improve the education system. Ms Sitharaman said the government is committed to ODF Plus, in order to sustain ODF behaviour and ensure that no one is left behind. She said 3.6 lakh crore rupees has been approved for Jal Jeevan Mission.100 more airports will also be developed by 2024 to support the UDAN scheme. The Finance Minister said 1.7 lakh crore rupees will be provided for transport infrastructure in the coming financial year. She added that 22,000 crore rupees will be provided to the power and renewable energy sector in 2020-21. She urged all states and Union Territories to replace conventional energy meters by pre-paid smart meters in three years. She said this will give consumers the freedom to choose suppliers and rates as per their requirements.The Minister said policy for the private sector to build Data Centre Parks throughout the country will be brought soon.
