HYDERABAD gang rape & murder case: Venkaiah Naidu says framing of laws will not suffice & called for political will & administrative skill to tackle the social menace

M   Venkaiah Naidu ,  Vice  President and ex-oficio Chairman of the  Rajya  Sabha, on Monday, December 2  expressed anguish over the alleged gang rape followed by murder of a Hyderabad based veterinarian and said  what is required is not a new legislation. What is required is a political will, administrative skill and then change of mindset and then go for the kill of the social evil,” he said.The charred body of the 26-year old woman, an assistant veterinarian at a state-run hospital, was found under a culvert in Shadnagar in Hyderabad on November 28, a day after she went missing. As enraged parliamentarians demanded stern and swift action against those who will be found guilty of committing crime against any woman, Venkaiah Naidu called for rethinking the practice of allowing convicts in heinous crimes to go in for mercy appeals.”What happens even after punishment is given (to convicts). We all are witness…appeal, mercy (petition)…can anybody think of having mercy on such people,” he said and added this process has been followed for years. We should really think about change in legal system, in our judicial system.”  Framing of laws would not suffice and all will have to come together to deal with the issue. Venkaiah Naidu said such courts are a solution, but after that there is a process of “appeal, next appeal, and next appeal”. Naidu said crime against women is a “societal disease” and there is some sort of lacunae in systems, both legal as well as the police. This kind of violation of dignity of women cannot go on unchallenged. It should be nipped in the bud,” he said, and added that it was already too late. Photographs of people found guilty of crime against women should be made public so that there is some social stigma and fear in them.”What is required is not a new bill.
